Undoubtedly there are bishops made, not by the will of God, but they are such as are made outside of the Church—such as are made contrary to the ordinance and tradition of the Gospel, as the Lord Himself in the twelve prophets asserts, saying, “They have set up a king for themselves, and not by me.” And again: “Their sacrifices are as the bread of mourning; all that eat thereof shall be polluted.”[Hosea 9:4] And the Holy Spirit also cries by Isaiah, and says, “Woe unto you, children that are deserters. Thus saith the Lord, Ye have taken counsel, but not of me; and ye have made a covenant, but not of my Spirit, that ye may add sin to sin.”
